When seals are ruptured, oil pressure must be maintained to keep sea water from entering the bearing area.
Under the Oil Pollution Act of 1990, (Imposing heavy penalties for oil leaks), the U.S. Coast Guard was ordered to advise vessels that when dealing with oil leaks, "The source of leak must be immediately secured."
